Philippines Accelerates Land Acquisition for Irrigation Expansion

TUGUEGARAO CITY, Cagayan — The National Irrigation Administration (NIA) in Cagayan Valley and the Aparri local government unit (LGU) are moving to fast-track land verification and right-of-way acquisition for the proposed East Abulug-Apayao Irrigation System Extension Project. Aparri Mayor Dominador J. Dayag and key municipal officials met with NIA-Cagayan Valley representatives to identify and verify private properties along the planned project alignment, paving the way for the expansion of the irrigation system. The officials are also coordinating with affected landowners to confirm property titles, establish boundaries and complete other requirements before construction equipment is deployed in the project area. Discussions focused on speeding up right-of-way proceedings, property valuation and compensation for affected landowners in accordance with Republic Act 10752, or the Right-of-Way Act. Local officials said early consultations with property owners are crucial to protect their rights and prevent potential legal disputes and delays that could hamper the project’s implementation. Apil said they remain committed to transparency and due process as they pursue the expansion of irrigation infrastructure in Cagayan Valley region, with the project expected to support agricultural production and contribute to the region’s food security. — Artemio A.
