Siem Reap Province held a "Lotus Bud Offering" ceremony on September 24, 2026, to mark the 33rd anniversary of the promulgation of Cambodia's Constitution. The ceremony at the provincial hall aimed to honor the constitution, reaffirm the values of peace, rights, and democracy, and promote awareness among future generations. Presided over by Mr. Tao Kim Sian, a member of the Provincial Council, the event was attended by approximately 300 participants, including provincial leaders, officials from the Authority for the Protection and Management of Angkor and the Region of Siem Reap (APSARA National Authority), and representatives from various provincial departments. During the ceremony, Mr. Tao Kim Sian stated that the "Lotus Bud Offering" is held to honor Cambodia's Constitution on the occasion of its promulgation anniversary, which is observed annually on September 24. He emphasized that this significant historical ceremony demonstrates respect and remembrance for the "Constitution Day," underscoring Cambodia's commitment to upholding and preserving the values of peace, rights, and democracy for the nation and its people. Mr. Tao Kim Sian further noted that this important historical event will serve to promote the value of the Constitution and continue to educate the public, especially the younger generation who will inherit the future, to foster understanding and pride in being Cambodian citizens. He reiterated that the Constitution is the supreme law of Cambodia, governing national sovereignty, the role and status of the King, the fundamental rights of Cambodian citizens, the economy, education, culture, social affairs, and the functioning of the National Assembly, Senate, Council of Ministers, and the judiciary, including the Constitutional Council. He recalled that Cambodia began establishing its first constitution in 1947. The current constitution, the sixth in the nation's history, was adopted by the Constituent Assembly on September 21, 1993, and officially promulgated by the late King Father Norodom Sihanouk on September 24, 1993. It has now been in effect for 33 years. The Cambodian Constitution enshrines the principle of the separation of powers into three branches: 1) Legislative, 2) Executive, and 3) Judicial. It also adopts fundamental rights of citizens and the principles of the rule of law. Source: AKP Khmer
