Vietnam and Russia Forge New Strategic Technology Partnership

On September 9 (local time), as part of his state visit to the Russian Federation, Vietnamese Party General Secretary and President Tô Lâm attended the Vietnam-Russia Strategic Technology Partnership Forum in Moscow. The forum, themed 'Connecting Strategic Technologies,' aims for new advancements in scientific and technological cooperation between the two countries. At the forum, General Secretary Tô Lâm stated, 'Scientific and technological cooperation between Vietnam and the Russian Federation requires new thinking and new approaches,' emphasizing the importance of the science and technology sector in bilateral relations. Specifically, a policy to position 'strategic technologies' as a new pillar of the comprehensive strategic partnership between Vietnam and Russia was suggested. Representatives from major Russian enterprises and universities also participated in the forum, exchanging views on specific areas of cooperation and future collaboration. Vietnam's Central Committee for Policy and Strategy is also strengthening cooperation with the Russian Presidential Academy, indicating deepening collaboration at both academic and policy levels. Vietnam, while continuing its economic growth, prioritizes technological innovation and industrial upgrading as key national strategies. Strengthening scientific and technological cooperation with Russia holds significant importance for Vietnam in adopting advanced technologies and enhancing its international competitiveness. Cooperation in fields such as defense, space, energy, and information technology is particularly anticipated. Under its one-party system, Vietnam places high importance on international cooperation in science and technology, both for economic development and national security. Relations with Russia, rooted in historical ties since the Cold War era, have been maintained and developed across various fields in recent years. This forum has the potential to usher bilateral relations into a new phase.
