Vietnam's Top Leader Urges Swift Implementation of Party Resolutions
Vietnamese President and General Secretary To Lam, addressing a dissemination conference for resolutions from the 14th Communist Party Central Committee's 3rd plenum, directed thorough understanding of key policies on Party building, the political system, and national development. He emphasized translating resolutions into action, developing capable officials, and strengthening oversight, particularly linking marine economy development with environmental protection and improved livelihoods.
General Secretary and President To Lam, addressing a national teleconference to disseminate the major contents of the resolutions adopted at the 3rd plenum of the 14th Communist Party of Viet Nam Central Committee in Ha Noi on July 29, said the Party Central Committee had reached broad consensus on major policies concerning Party building, the political system, and national development and protection. The top Vietnamese leader urged all levels to focus on five priorities, including ensuring thorough understanding of the Party Central Committee's strategic decisions, translating the resolutions into practical action programs, strengthening implementation capacity, building a contingent of capable and responsible officials, and enhancing inspection, supervision and accountability. To Lam underscored the need to combine strict Party discipline with encouragement for innovation, saying regulations on prohibited acts for Party members are intended to prevent violations while protecting officials who dare to think, act and take responsibility for the common good. Regarding the two-tier local government model, he affirmed that the central government has no plan to readjust commune-level administrative boundaries, noting that the new system has been operating in a stable and effective manner. Any proposed adjustments, if deemed necessary, must comply with Party guidelines, State laws and development planning, and receive approval from competent authorities. To Lam also emphasized the importance of developing a contingent of officials with sufficient competence, integrity and prestige, calling for the timely replacement of underperforming cadres while protecting those who demonstrate innovation and accountability. He stressed that inspection and supervision should be conducted throughout the implementation process, with results measured by concrete products, verifiable data and practical benefits for citizens and businesses. Public satisfaction, he said, should serve as the ultimate benchmark for evaluating implementation outcomes. Especially, To Lam stressed that the development of the marine economy which must be linked to protecting ecosystems, improving people's lives, maintaining sovereignty, and developing the country. The blue economy is only one component in the goal of building a strong maritime nation. Viet Nam must actively prepare the conditions so that by 2045, it will become a nation rich from the sea, developing sustainably from the sea, with modern marine governance and advanced marine technology./.
