Vuthy underscored the importance of deepening bilateral economic and investment relations to support sustainable growth, resilience and the attraction of quality investment flows. He praised Rwanda’s achievements in diversification, investment promotion and private‑sector development, noting the potential for both countries to exchange experiences and best practices. The two sides discussed preparing a Memorandum of Understanding (MoU) between the CDC’s Cambodian Investment Committee and the Rwanda Development Board (RDB). The proposed agreement would establish a legal framework for cooperation in investment promotion, business facilitation and private‑sector connections. Officials said such a framework could provide investors and enterprises in both countries with a structured channel to explore opportunities, forge partnerships and address business facilitation needs. The CDC’s Cambodian Investment Board promotes private investment and facilitates projects through investor aftercare, stakeholder coordination and business matchmaking. Rwanda’s RDB similarly serves as a gateway for investment promotion, offering services through its One Stop Centre. Both sides expressed strong commitment to turning the proposed initiatives into concrete cooperation, based on friendship, mutual understanding and respect.
