Suspect's Father Negotiates with Police Amidst Fatal Phnom Penh Accident

On the night of July 28, 2026, a traffic accident in Sen Sok district, Phnom Penh, resulted in one fatality. According to Lieutenant General Chuon Narith, Police Commissioner of Phnom Penh, Ton Hok Seng, the father of the alleged perpetrator Sam Meichu (27 years old), has entered into negotiations with the authorities to resolve the situation. Lieutenant General Chuon Narith stated, "I would like to inform you, young lady, stop trying to escape (surrender to any unit). You are like a tiger cub. The authorities have blocked all exits (specialized police are currently pursuing and arresting the suspect along with accomplices)." He urged the suspect to surrender. The incident occurred on the night of July 28, 2026, on Street 1003, in front of Aeon Mall 2, Khmounh commune, Sen Sok district, Phnom Penh. Sam Meichu, driving a luxury car with license plate V.C.8989, attempted to overtake a motorcycle and lost control, colliding with it. The motorcyclist died at the scene. The driver of the vehicle and his passenger reportedly fled the scene on a bicycle, leaving the car behind. Separately, on the night of Tuesday, July 28, 2026, Mr. Kuoch Limhan, a geologist at the Ministry of Public Works and Transport's Construction and Public Works Laboratory, passed away at 11:30 PM at the age of 35 due to a traffic accident. His wife, Ms. Khun Ponny, and their family received condolences from His Excellency Peng Povnna, Minister of Public Works and Transport, and his wife, as well as the ministry's leadership and officials.
