Vietnam Discusses Modern Marine Governance Framework, Enhances International Cooperation

General Secretary of the Communist Party of Vietnam (CPV) Central Committee and President To Lam stated that Vietnam's foreign policy priorities will be determined by national interests and development requirements, while being harmonized with peace, stability, and development in the region and the world. He called on the U.S. Trade and Development Agency (USTDA) to strengthen coordination with Vietnamese ministries, sectors, and businesses to identify a number of strategic, high-impact projects for targeted support, particularly in energy and power grids, digital infrastructure and data centers, aviation, seaports, logistics, and modern transport. Vietnam is investing in integrated energy infrastructure to provide a vital foundation for effectively harnessing its marine potential, helping realize the goal of making Vietnam a strong maritime nation and achieving sustainable and prosperous development from the sea. Minister of Finance Ngo Van Tuan said sea-reclaimed urban projects are intended not merely to create land but to develop new green, modern, and smart offshore urban areas with national iconic significance, potentially serving as new growth poles and attracting strategic investors. In terms of international cooperation, the Vietnamese delegation shared experience from overseas search and rescue operations at Exercise Trident Resolve 2026, while learning from ASEAN member states and partner countries to further enhance its capacity to conduct such operations when required. During a working session, HCMA Director Doan Minh Huan and President of the Korea Institute of Public Administration (KIPA) Kwon Huck-ju reviewed cooperation since they signed a memorandum of understanding (MoU) in 2016, including their coordination with the World Bank (WB) in developing criteria for evaluating government effectiveness in 2017. South African Deputy Minister in the Presidency Kenneth Morolong praised the progress in bilateral ties, particularly since the two countries upgraded their relationship to a Strategic Partnership. Regular exchanges between the Vietnamese and Lao Parties serve not only as vivid evidence of the close and trusted ties between the two Parties but also as a forum for sharing theoretical achievements and practical experience in building and improving political systems to meet new development requirements. Furthermore, the fourth conference of the procuracies of Vietnamese and Chinese border localities held in Lang Son province provided a forum for prosecutors from the two countries to exchange practical experience, contributing to maintaining security and social order and building a peaceful, stable, and developing Vietnam-China border. Regarding relations with the U.S., Vietnam attaches great importance to its bilateral Comprehensive Strategic Partnership and wishes to see it continue to develop in a stable and long-term manner, in line with the interests and aspirations of the peoples of both countries. Deputy Prime Minister and Minister of National Defence General Phan Van Giang called on the U.S. to continue supporting Vietnam in addressing war consequences, implementing community support programs, and tackling environmental issues to improve living conditions for people in affected areas. General Secretary and President To Lam had a meeting in New York on September 21 with a group of U.S. House lawmakers led by Representative Gregory Meeks, Ranking Member of the House Foreign Affairs Committee. Vietnam and Türkiye should also work towards the goal of $4 billion in bilateral trade by having Türkiye recognize Vietnam's market economy status, open their respective markets to each other, and reduce trade barriers, General Secretary of the Communist Party of Vietnam Central Committee and President To Lam said. If the political momentum generated by high-level exchanges can be translated into durable cooperation mechanisms, science, technology, and innovation could move beyond academic exchanges and individual projects to become a substantive pillar of Vietnam-Canada relations, generating concrete products, businesses, and economic value for both countries.
