Ninh Binh Province Accelerates Social Housing Construction

Ninh Binh Province in Vietnam is accelerating the construction of social housing to meet the growing demand from workers amid rapid industrial development. The province aims to complete its 2025 target of 4,461 social housing units and aims to build over 6,000 more units in 2026. Ninh Binh is experiencing a relatively high rate of industrialization, leading to a significant need for housing among its workforce, particularly for low-income workers. To address this, local authorities are prioritizing the development of social housing projects. For instance, the social housing project in Dong Van ward, after more than four years of construction, began handing over its first apartments in June 2026, to the delight of hundreds of residents. These apartments are designed to suit various customer needs, with unit sizes ranging from 36.2 sqm for singles or young couples, to 57.1 sqm for young families or workers with 3-4 members, and larger 68.9 sqm units for bigger households. Dinh Quoc Cuong, a worker with decades of experience in the Dong Van IV Industrial Zone, who previously found homeownership unattainable due to financial constraints, was able to purchase a 65 sqm apartment in the KTX A4 Social Housing Area in Dong Van ward in 2026, fitting his family's budget. He expressed his satisfaction, stating, "The apartment is modernly designed with a reasonable layout, featuring two bedrooms, en-suite bathrooms, and a balcony for natural light and ventilation. Although the area is not large, each functional area is arranged scientifically, meeting all the family's living needs. Having a home makes us more secure in our jobs and focused on improving our lives." Ninh Binh Province currently has 20 operational industrial zones, attracting over 222,000 workers, including tens of thousands from other provinces. The ongoing urbanization further intensifies the demand for housing, especially social housing for workers and low-income individuals. Dong Van ward alone hosts five industrial zones with nearly 700 businesses, employing approximately 60,000 workers, including over 12,000 from other provinces and thousands of foreign experts who reside and work there regularly. To meet this escalating demand, alongside numerous ongoing projects, the Ninh Binh Provincial People's Committee has recently approved and commenced several new projects. In June, four social housing projects were simultaneously kicked off with a total investment of VND 3,625 billion (approximately $15 million USD). These include the Bao Minh Rental Housing Project in Truong Thi ward, the Bich Dao Social Housing Project, the Tay Phu Van Social Housing Project in Phu Van ward, and a social housing project in Duy Ha ward. All four projects are strategically located near industrial zones and major transport routes, facilitating easy access for workers to their homes, workplaces, and essential services. The province is striving to meet its goal of developing 6,000 social housing units in 2026 and to exceed the targets set by the Prime Minister in subsequent years. Mr. Tran Anh Dung, Member of the Provincial Party Standing Committee and Vice Chairman of the Ninh Binh Provincial People's Committee, affirmed that the development of social housing is a major and consistent policy of the Party and State, aimed at ensuring social security and improving the lives of the people, especially low-income individuals and workers. He added that it serves as a catalyst for attracting investment, boosting production and business, and building a stable, long-term workforce. To achieve the 2026 targets and the overall goal of over 24,300 social housing units by 2030, the Ninh Binh Provincial People's Committee has urged all departments, sectors, localities, and investors to focus on implementing tasks and solutions to accelerate the progress of social housing projects.
