Lao Party Council Reviews Draft Resolution on Human Resource Development

The Central Party Theoretical Council of the Lao People's Revolutionary Party convened to review a draft resolution underscoring the strategic importance of human resource development as a key driver of national advancement. Chaired by Politburo member Kikeo Khaykhamphithoune, the meeting addressed Laos' response to rapid scientific and technological progress, digital transformation, the knowledge-based economy, regional integration, and growing competition for skilled labor. The drafting committee presented an overview of the preparation process and the current state of human resource development. While acknowledging recent progress, the report identified challenges including a mismatch between workforce skills and labor market demands, limited digital literacy, foreign language proficiency, creativity, and innovation. Council members provided recommendations based on Party policy, technical expertise, and practical experience. They urged the resolution to incorporate clear, measurable targets aligned with the country's socio-economic development plan, emphasizing education reform, improving teacher quality, promoting lifelong learning, strengthening science, technology, and innovation, and introducing incentives to attract and retain skilled professionals domestically and internationally. Participants also stressed the need to clearly define responsibilities of relevant sectors and establish effective monitoring, evaluation, and accountability mechanisms for successful implementation. Mr. Kikeo stated that the council's recommendations would offer valuable guidance to the drafting committee as it finalizes the resolution, aiming to support sustainable national development, enhance competitiveness, and prepare the workforce for future challenges. Under its one-party system, Laos prioritizes human resource development as a cornerstone for economic growth and social progress. While its relationships with neighboring powers like China and Vietnam are crucial for economic development, strengthening domestic human capital is vital for maintaining and improving competitiveness with these nations. Cultivating highly skilled individuals capable of adapting to digitalization and globalization is a critical factor for Laos' future.
