Cambodia Conducts 36,000 Factory Inspections in 3 Years to Boost Business Environment

The Ministry of Labour and Vocational Training has conducted approximately 36,000 inspections of factories and enterprises over the past three years, during the mandate of the government led by Prime Minister Hun Manet. This initiative aims to strengthen labor law compliance, protect workers' rights, and improve working conditions. Mr. Sun Mesa, spokesperson for the Ministry of Labour and Vocational Training, stated that over the past three years, the ministry has promoted reforms to the labor inspection system, conducting about 36,000 inspections. Significant results have been observed regarding improved compliance with labor laws. He further noted that the percentage of factories and enterprises adhering to labor laws and occupational safety standards has increased noticeably, with rights and benefits protected by social security schemes in accordance with the law. Inspections and guidance on legal implementation have contributed to reducing labor disputes and fostering better cooperation between employers and employees, leading to more harmonious professional relationships. The spokesperson emphasized that the reform of the labor inspection system by the ministry is not primarily focused on imposing fines or pressure on factories and enterprises. Instead, it concentrates on providing guidance, facilitation, and promoting a clearer understanding among employers of their obligations and labor law compliance. He stated that making the inspection system effective and reducing unnecessary burdens on the private sector is part of creating a favorable business environment, aligning with the goals of enhancing productivity, attracting investment, and maintaining employment stability for Cambodian citizens. Effectively enforcing labor laws, protecting workers' rights, and maintaining good professional relationships among stakeholders are considered crucial factors for sustaining production stability and creating a confident business environment that can contribute to national economic growth. Therefore, during these first three years of the new mandate, the Ministry of Labour's labor inspections have evolved beyond mere oversight of legal compliance to become a mechanism for guidance and facilitation, ensuring that both workers and employers benefit from a safe, stable, and legally compliant working environment.
