3 Agriculture Agency Civil Servants Killed in Papua by KKB, Military Observer Urges Special Autonomy Law Review

A tragic incident has occurred in Indonesia's Papua province. On the 12th, three civil servants belonging to the local agriculture agency lost their lives in a shooting attack by the armed group known as KKB (an organization advocating for separation and independence). This incident once again highlights the deteriorating security situation in Papua and its connection to the long-standing independence movement. In response to the incident, military analysts are strongly calling for a review of the Special Autonomy Law (Otsus) applied to Papua. The Special Autonomy Law aims to achieve peace and stability in the region by respecting Papua's cultural and ethnic characteristics and expanding its autonomy. However, its effectiveness has been a subject of debate for many years. Analysts view this incident as an indication that the Special Autonomy Law may not be sufficiently providing a path towards peaceful resolution as originally intended. Given the persistent acts of violence by KKB, they are urging for a re-evaluation of the law's content and implementation methods to enact more effective security measures and policies for improving residents' livelihoods. It is pointed out that dissatisfaction over the insufficient distribution of benefits from natural resources to local residents, along with historical friction in relations with the central government, are underlying factors for the independence movement in the Papua region. This incident suggests a close link between these deep-rooted issues and the worsening security.
