Hanoi Develops Roadmap to Address Mường Thanh Group's Illicit Construction Projects

Hanoi City People's Committee has issued a plan to handle violations, remedy consequences, and ensure social security in the process of resolving cases and incidents related to residential projects under the Mường Thanh Group ecosystem, represented by Mr. Lê Thanh Thản. The plan will comprehensively review construction investment projects owned by Mường Thanh Group enterprises. It will classify and identify violations, develop solutions for handling, relocation, and demolition, and ensure the legal rights and interests of residents. The review covers 12 residential complexes and buildings in Hanoi, including those in Kiến Hưng, Đại Thanh, Xa La, Tân Triều, and Linh Đàm. The goal is to fully assess the legal status, construction investment status, and severity of violations at each project. The handling process is divided into three phases with specific timelines. Phase 1, expected to be completed by August 2026, involves reporting to and seeking guidance from the Central Steering Committee for Anti-Corruption and Negative Practices and the Government Party Committee. Phase 2, after the City People's Council approves a resolution on special mechanisms and policies (by September 30, 2026), will see interdisciplinary teams classifying all apartments and structures into two categories: those permitted to remain and those subject to relocation or demolition. For apartments requiring relocation, compensation will be determined based on market prices. The Department of Construction will lead this for projects already under prosecution, while the Department of Finance will handle those not yet prosecuted. This is slated for completion in November and December 2026. Phase 3 focuses on resident relocation and demolition of violating structures. Developers must propose relocation plans, including offering housing in Thanh Hà A and B urban areas or purchasing apartments at market prices. Residents will also be prioritized for social housing provided by the city. Relocation is projected to be completed by 2027, with demolition finished by 2028. This roadmap aims to resolve existing issues and violations at Mường Thanh Group's projects, ensuring the safety, stability, and legitimate rights of residents. The handling of such large-scale violations by a major developer in Vietnam's one-party system reflects the government's efforts to maintain order and public trust amidst rapid economic development.
