China Praises Cambodia's Online Scam Crackdown, Calls for International Cooperation

Vice Minister of Public Security of the People's Republic of China, H.E. Yang Weilin, stated that Cambodia has strengthened law enforcement, combatted corruption, and taken decisive action against criminal organizations, successfully eliminating large-scale casino-based scam operations and apprehending or deporting tens of thousands of suspects. These actions have garnered significant international recognition. He made these remarks during the opening ceremony of the International Conference on Combating Cyber Fraud, themed "Together Towards Severing the Chain and Ending Cyber Fraud," held in Phnom Penh on September 23, 2026. H.E. Yang Weilin expressed his deep gratitude and admiration to Samdech Hun Manet, Prime Minister of the Kingdom of Cambodia, and the Cambodian government for organizing the international conference on combating online fraud in Cambodia on September 23, 2026. He noted that China, having suffered heavily from cyber fraud (losing tens of billions of yuan annually), has implemented a framework of "4 Specializations and 2 Synergies" to enhance research, establish expert teams, improve technology, and strengthen both domestic and international cooperation. He further reported that as a result of joint crackdown operations, Chinese and Cambodian police have jointly dismantled and arrested key figures behind scam casinos, such as Chen Zhi Li Xiong and Liu Ren. Concurrently, Chinese and Myanmar police have eliminated the "Four Major Families" criminal groups in northern Myanmar. Chinese and Thai police have also extradited She Zhijiang through legal channels. China has also closely cooperated with numerous other countries in Asia, Africa, Europe, and America. The Vice Minister emphasized that China calls on all countries not to politicize the fight against cross-border crime or engage in confrontation, but rather to jointly share intelligence, block illegal financial flows, and swiftly apprehend suspects.
