Battambang City Administration Issues Strict Order on Heng Chaily Market Demolition

Battambang City administration has decided to take strict measures against the Heng Chaily Market, which has failed to comply with demolition orders for an extended period. The market was permitted to operate temporarily as a makeshift facility along the Sangke River, near the Battambang Provincial Referral Hospital, after being completely destroyed by a fire approximately one year ago. City authorities had previously signed agreements with the owner regarding the demolition on multiple occasions, but no tangible progress was observed. However, on the afternoon of September 3, 2026, a delegation led by Mr. Sang Chan Sophal, Deputy Director of the Battambang City Administration, along with district chiefs, security forces, and civil defense units, met with Ms. Chhiv Tang Eii, the representative owner of the Heng Chaily Market. This meeting was to confirm the implementation of agreements made the previous day (September 2), but it became apparent that the owner had not adhered to their commitments. During the discussion, the Deputy Director of City Administration sternly instructed the owner to begin the phased demolition of the market starting from September 9. The city emphasized that if the owner fails to commence demolition by this deadline, no further extensions will be granted, and resolute legal action will be taken. Although no new written agreement was signed during this third meeting, the city claims to have received clear explanations and consent from the representative owner of the Heng Chaily Market regarding the demolition. This situation highlights the importance of legal compliance in public land use and urban development. Battambang City is also a significant tourist destination, and delays in landscape and infrastructure development can impact the local economy and residents' lives.
