Top Vietnamese Leader Attends Launch of Vietnam-Russia Cultural Space, Reaffirms Bilateral Ties

General Secretary and President To Lam of Vietnam attended the opening ceremony of the Vietnam-Russia heritage and cultural connectivity space in Moscow, reaffirming the traditional friendship and Comprehensive Strategic Partnership between the two countries. He stated that Russia is considered one of Vietnam's leading important partners in its foreign policy. Addressing the identification of orientations for maritime cooperation between the two sides for 2026–2030, General Secretary and President To Lam urged relevant agencies of both countries to urgently translate these orientations into feasible programs and projects, avoiding them remaining merely at the level of orientations and policies. He also noted that as global agriculture shifts towards data-driven production, automation, and artificial intelligence (AI), Russia's advances in digital farming are opening up new opportunities for cooperation with Vietnam. Furthermore, referring to the recently issued Resolution No. 23-NQ/TW on overseas Vietnamese affairs, he emphasized that the Party and State will continue to improve institutions and adopt comprehensive, open, and breakthrough mechanisms and policies to connect with, attract, and effectively mobilize the resources of overseas Vietnamese, particularly intellectuals, experts, entrepreneurs, scientists, and young people. General Secretary and President To Lam affirmed that Vietnam deeply respects and will never forget the assistance provided by the people of the former Soviet Union and present-day Russia, particularly war veterans, during Vietnam's past struggle for national liberation and its current national construction and development. Vietnam consistently regards education and training as a top national priority and a key driver of the country’s breakthrough development. The country is prioritizing the development of high-quality human resources in science and technology, innovation, and digital transformation. The inauguration of this cultural space is expected to further strengthen the enduring friendship between Vietnam and Russia, symbolized by the Ho Chi Minh Monument, which was inaugurated in 1990 to commemorate the 100th birth anniversary of the late leader.
