Vietnam and Russia Sign Cooperation Deals in Moscow

Vietnamese President To Lam and Russian President Vladimir Putin witnessed the exchange of cooperation documents in Moscow on September 9, 2026. This meeting aims to further deepen the strategic partnership between Vietnam and Russia. The signed cooperation documents cover a wide range of areas. In the judicial sector, a Memorandum of Cooperation (MoU) between the Vietnamese Ministry of Justice and the Russian Ministry of Justice was signed to promote the digital transformation of judicial agencies. For economic cooperation, an MoU between the Vietnamese Ministry of Finance and the Russian Ministry of Economic Development was concluded to enhance investment cooperation between the two countries, and another MoU was signed with the Russian Direct Investment Fund (RDIF) to promote investment cooperation. In the energy and resource sectors, an Investment Registration Certificate was issued between Petrovietnam (Vietnam National Oil and Gas Group) and a consortium including Zarubezhneft Asia, VSP, and PVEP for oil and gas exploration and production. A framework agreement was also signed between Petrovietnam and Zarubezhneft to study the investment in a strategic crude oil reserve system in Vietnam. In the nuclear energy field, the Vietnam Agency for Radiation and Nuclear Safety under the Ministry of Science and Technology and the Russian Federal Environmental, Industrial and Nuclear Supervision Service agreed on cooperation in radiation and nuclear safety management for the peaceful use of nuclear energy. Collaboration in technology and human resource training will also be strengthened. The Vietnamese Ministry of Construction and the Russian Ministry of Transport signed an MoU on enhancing cooperation in vocational education and human resource training in the transport sector. The Vietnam Academy of Science and Technology will cooperate with the Moscow Power Engineering Institute and has signed a roadmap for strategic technology cooperation with AFK Sistema. Petrovietnam and Rosatom have entered into a deal on establishing an additive technology center and transferring 3D printing ink production technology. Furthermore, Vietnam National University-Ho Chi Minh City and Saint Petersburg State University will advance academic exchange, while the Vietnamese Ministry of Ethnic and Religious Affairs and the Federal Agency for Ethnic Affairs of the Russian Federation will cooperate in ethnic and religious affairs. Bien Dong Mineral Co. Ltd of Vietnam and Morion LLC of Russia signed an MoU on cooperation in geological research, surveying, assessment, and exploration of mineral resources in Vietnam's maritime zones. These cooperative efforts are seen as a significant step for Vietnam as it continues its economic growth, aiming to secure energy security, drive technological innovation, and develop diverse resources. The strengthening of ties with Russia is particularly viewed as part of Vietnam's strategy to maintain geopolitical balance while ensuring access to resources and technology necessary for its economic development.
