CPV Central Committee Discusses Land Law Amendments and Party Discipline

The 14th Central Committee of the Communist Party of Viet Nam (CPV) convened its 3rd plenum in Ha Noi from July 20-24, 2026. The committee reviewed the implementation of Resolution No. 18-NQ/TW dated June 16, 2022, on further innovation and improvement of institutions and policies to enhance the efficiency and effectiveness of land management and use. The Central Committee also discussed major orientations for amending the Land Law and related laws. This move is seen as crucial for optimizing land resource utilization, a key factor supporting Vietnam's sustained economic growth. Furthermore, the committee deliberated on the Party's Regulations on prohibited conduct for Party members and amendments to Regulation 20-QD/TW on implementing the Party Charter, adopted in April 2026. These discussions underscore the Party's commitment to maintaining discipline and ensuring the integrity of its leadership within the one-party system. On the same day, the Central Committee voted to remove Bui Van Hai, former member of the 12th CPV Central Committee and former Secretary of the Provincial Party Committee of Bac Giang province, from all Party positions as a disciplinary measure. This action signals a strict stance against violations of Party discipline. Vietnam is currently experiencing rapid economic growth, while also grappling with challenges such as land-related issues and corruption within the Party.
