Legal Practitioners: Public Security Authority Rests with Law Enforcement Agencies, Not Civil Organizations

Legal practitioners in Indonesia have unequivocally stated that the authority for national public security (Kamtibmas) rests solely with law enforcement agencies (APH), such as the police and military. They pointed out that there is no legal basis for civil organizations (Ormas) to intervene in public security activities or attempt to assume this authority based on their own judgment. These legal experts warn that public security should be carried out by agencies with proper procedures and authority based on law, and that civil organizations undertaking such actions could disrupt legal order. According to their view, the activities of civil organizations are strictly supplementary and do not replace the role of official law enforcement bodies. This assertion reflects concerns regarding instances where certain civil organizations in Indonesia have been observed to engage in law enforcement matters based on their own discretion.
