Vietnam Navigates Housing Loan Challenges and Intellectual Property Monetization

In Vietnam, numerous families who have secured purchase rights for social housing (nhà ở xã hội) are now facing difficulties in accessing preferential loans, leading to concerns about forfeiting their purchase opportunities. With payment deadlines looming and loan disbursement timelines uncertain, aligning housing development progress with credit plans has become a critical issue. The government is piloting a project to support the valuation of intellectual property (quyền sở hữu trí tuệ) for 100 entities, including research institutes, universities, and innovative startups. This initiative aims to transform intellectual property from a protected subject into an asset that can be valued, transferred, contributed as capital, and exploited in economic activities, thereby fostering the creation of an intellectual property asset market. In some localities, such as Hung Yen province, individuals have been found to illegally construct houses and workshops on agricultural land, exploiting the period of administrative unit restructuring and the transition to a two-tier local government model. Voters are demanding strict penalties for these violations on agricultural land. Vietnam is also progressively establishing Free Trade Zones (FTZs) with superior mechanisms and policies to drive new growth. Experts suggest that FTZs should serve as testing grounds for new governance models to fully leverage these advantages. Furthermore, there is a growing trend among young people to creatively adapt the Vietnamese language for modern communication and online expression. However, the boundary between creative adaptation and distortion is a subject of discussion.
