Vietnam to Build Modern, Elite External Security Force Under Party's Absolute Leadership

The Chairman of Vietnam's National Assembly (NA) has strongly called for the development of an elite and modern external security force that must remain absolutely loyal to the Party, the nation, and the people under all circumstances. This force must uphold the principle of the Party’s absolute, direct, and comprehensive leadership, specifically through the Central Public Security Party Committee and the leadership of the Ministry of Public Security. This directive highlights the core of Vietnam's state governance, which is based on the one-party system of the Communist Party of Vietnam, as explicitly stated in the Socialist Republic of Vietnam's Constitution. National security is positioned as a paramount issue for maintaining domestic stability and economic growth, and enhancing the capabilities of the security forces to deal with external threats is an urgent task. Vietnam's rapid economic growth over the past decades has deepened its engagement with the international community, while also increasing geopolitical risks. In particular, complex relations with China concerning issues like the South China Sea and shifts in the power balance among regional powers have consistently influenced Vietnam's foreign and security policies. In this context, the existence of a strong security force under the Party's leadership is considered indispensable for safeguarding national sovereignty and ensuring the safety of its citizens. The NA Chairman also witnessed the signing of regulations on coordinating defense, security, and foreign affairs, and mentioned a series of national security events aimed at promoting the public's role in safeguarding the nation and developing a security workforce fit for the new era. These are seen as part of a comprehensive approach to modernize the overall national security apparatus and raise the awareness of every citizen. Vietnam continues its diplomatic efforts to protect its national independence and sovereignty while balancing economic development and national security.
