Vietnam: Harsh Sentences for Human Trafficking Ring Targeting Youth

Ho Chi Minh City People's Court on July 8 sentenced Hoang Minh Duc to 18 years in prison and Duong Manh Hung to 20 years for human trafficking and trafficking of minors under 16. Five other defendants received sentences ranging from 4 to 6 years for organizing illegal exit for others. The court stated that the defendants' actions were particularly dangerous, infringing on human freedom and affecting immigration management. Despite their confession, remorse, and some mitigating circumstances, the defendants were given strict sentences to serve as a deterrent. According to the indictment, Duc and Hung were hired by an individual named "Sieu" (identity unknown) to find people to work in Cambodia, with a reward of VND 10 million per person. Subsequently, "Huyen" (identity unknown), a member of Duc's network, contacted a job placement service company, stating a need for workers for landscaping in Dong Nai province with a salary of VND 7 million. The company was told that Duc and Hung would pick up the individuals to take them to work. Trusting this, from June 29 to July 4, 2022, the company handed over five individuals to Duc and Hung for employment. Among them were two minors aged 15 years and 6 months, and 14 years and 11 months. Duc and Hung then took these individuals to Cambodia and handed them over to "Sieu," receiving VND 50 million in return. On July 5, 2022, Duc and Hung continued to receive two more people from the job placement company, intended for a group led by "Sieu" to be taken to the border area of Long An province (now Tay Ninh). However, as they neared their destination, the victims realized they were being taken to Cambodia and resisted. They contacted the company, requesting rescue. Company leadership subsequently reported the incident to the police. Ho Chi Minh City police, in coordination with local authorities, discovered and rescued the victims in the border area and arrested the suspects. Some individuals related to the case, whose identities are unknown, have been separated for further investigation. This case underscores the deep-seated issue of human trafficking in Vietnam, particularly targeting young individuals seeking employment. While Vietnam continues its economic growth under a one-party system, poverty and inequality can create fertile ground for such criminal activities. Cross-border criminal activities with neighboring Cambodia also remain a persistent challenge for law enforcement agencies in both countries.
