Cambodia Promotes Contract Farming to Directly Link Farmers with Markets

The Cambodian government is prioritizing mechanisms that directly link farmers to markets, aiming to enhance agricultural production efficiency and increase farmers' incomes. Specifically in rice production, the policy emphasizes not just increasing volume, but also producing in line with market demand, ensuring quality, and securing clear buyers. This was stated by H.E. Dith Tina, Minister of Agriculture, Forestry and Fisheries, during the signing ceremony for agricultural contract production held on September 9, 2026, at the Banteay Meanchey Provincial Department of Agriculture, Forestry and Fisheries. The ceremony involved the signing of a contract for rice production and supply between three agricultural communities and Khmer Food Group. H.E. Minister Dith Tina highlighted that this contract exemplifies the government's efforts to facilitate and find markets for farmers. This approach allows farmers to plan their production in advance based on buyer demand, rather than producing without a clear direction and then seeking buyers. This is crucial for reducing market risks and boosting farmers' confidence in investing in their production. The contract specifically covers the production of rice varieties such as 'Phka Rumdeng,' 'OM5451,' and 'Phka Neang Khleang,' totaling approximately 7,200 tons. This volume not only demonstrates the production capacity of the agricultural communities in Banteay Meanchey province but also showcases the potential for organizing production to meet market demands. H.E. Dith Tina also stressed the importance of agricultural communities developing the capacity to collectively produce and supply products in large quantities and with high quality. Collaboration through communities can enhance farmers' bargaining power, strengthen production management, and improve engagement with the private sector. The participation of the private sector is vital for the smooth functioning of the agricultural value chain, from production and procurement to processing and distribution to the market. The connection between agricultural communities and Khmer Food Group through this contract production agreement is a step towards establishing clearer and more long-term commercial relationships. For Banteay Meanchey, a province with high potential in rice production, this contract production of approximately 7,200 tons can be seen as a part of enhancing the efficiency of the rice value chain and creating new opportunities for agricultural communities to engage with the private sector. This signing ceremony is more than just a document exchange between producers and buyers; it signifies a shift in direction for the agricultural sector, moving from production focused on volume to production with the market as the primary target.
