Vietnam Ministry of Construction Appoints New Deputy Minister Le Hong Vinh

Vietnam's Ministry of Construction has appointed Le Hong Vinh, former Chairman of the Quang Tri Provincial People's Committee, as its new Deputy Minister, as authorized by the Prime Minister. The decision took effect on September 21, 2026. On the afternoon of September 22, 2026, the Ministry of Construction held a conference to announce the Prime Minister's decision on personnel. Based on the opinions of the Secretariat and the proposal of the Ministry of Home Affairs and the Standing Committee of the Ministry of Construction's Party Committee, the Prime Minister decided to assign Mr. Le Hong Vinh to the position of Deputy Minister of Construction. At the ceremony, Minister of Construction Tran Hong Minh congratulated Deputy Minister Le Hong Vinh on his new appointment. Minister Minh highlighted Mr. Vinh's over 30 years of experience and achievements in the transportation and construction sectors, expressing confidence in his ability to contribute to the ministry's development. Receiving the assignment, Deputy Minister Le Hong Vinh expressed his deep gratitude to the Politburo, the Secretariat, the Government Party Committee, the Government, and the Prime Minister for their trust and the new responsibility. He acknowledged the broad and strategic scope of the Ministry of Construction, encompassing national planning, urban development, the real estate market, construction materials, and transportation infrastructure. Vinh pledged to work diligently with ministry officials to effectively implement the ministry's action motto, ensure quality and progress in assigned tasks, and coordinate closely with relevant agencies. Le Hong Vinh was born on May 1, 1974, and hails from Nghe An province. He holds a Master's degree in Science and Technology Management. His career includes roles such as Deputy Director of the Nghe An Department of Transport, member of the Nghe An Provincial Party Standing Committee, Secretary of the Anh Son District Party Committee, Head of the Nghe An Provincial Party Committee's Inspection Commission, and Chairman of the Economic and Budget Committee of the Nghe An Provincial People's Council. From 2018 to 2025, he served as a member of the Nghe An Provincial Party Standing Committee, Deputy Secretary, Standing Vice Chairman, and then Chairman of the Nghe An Provincial People's Committee. On November 14, 2025, he was transferred to serve as Deputy Secretary of the Quang Tri Provincial Party Committee, and subsequently held the position of Chairman of the Quang Tri Provincial People's Committee. This appointment reflects the Vietnamese government's strategy of placing experienced personnel in key positions amidst the growing importance of infrastructure development and urban planning in the country. Vietnam is currently prioritizing the expansion of its transportation network and the enhancement of urban functions as national objectives, with the Ministry of Construction playing a central role in these endeavors.
