Tropical Cyclone Noul (Kiyapo) has weakened into a low pressure area, but the southwest monsoon is still expected to bring thunderstorms to Luzon, Philippines. The remnants of the cyclone, which caused widespread flooding in Mindanao, are now outside the Philippine Area of Responsibility.
