Vietnam Unveils New Regional Development Resolution

The Communist Party of Vietnam has issued a new resolution on regional development, directing the effective restructuring, management, and utilization of regional development space in line with national planning. The resolution emphasizes leveraging the strongest advantages, competitive strengths, and cultural identity of each region and locality. Nguyen Thanh Nghi, Head of the Party Central Committee’s Commission for Policy and Strategy, stated that the resolution guides Vietnam to effectively restructure, manage, and use regional development space in alignment with national planning. This resolution is expected to place a stronger focus on addressing regional disparities, a challenge Vietnam has been tackling for years. Under Vietnam's one-party system, the state-led planning aspect of the economy is prominent, and regional development often strongly reflects the central government's intentions. However, as economic growth accelerates and disparities in economic power and infrastructure development emerge between regions, the importance of development that leverages each region's unique characteristics is increasing. This resolution aims for more sustainable and efficient growth by capitalizing on regional "strengths" rather than uniform development. For example, it is anticipated that the unique attractions of each region, such as the cultural tourism resources of the northern mountainous areas, the agricultural potential of the southern Mekong Delta, and the industrial parks along the coast, will be linked to international competitiveness. Furthermore, strengthening inter-regional connectivity is expected to contribute to the revitalization of the tourism industry. By connecting distinctive regional tourism resources, it is possible to attract not only domestic travelers but also international tourists. This resolution can also be understood within the context of Vietnam's economic growth sustainability and its economic and geopolitical relationship with China. Enhancing domestic market activation and the autonomy of regional economies can also lead to increased resilience against external economic influences. It can be said that the Vietnamese government aims to boost the domestic economy through regional development and improve its economic standing in the international community.
