Vietnam PM: Individual Excellence Meaningless Without Collective Achievement

Vietnamese Prime Minister Le Minh Hung has ordered a reform of the public personnel evaluation system, emphasizing the need to link individual performance not only to personal achievements but also to the overall results of their respective departments and organizations. The Prime Minister stated, "Even if an individual achieves outstanding results, their accomplishments are meaningless if the work of their unit does not meet the required standards." He stressed the importance of contributing to the collective achievement of goals. This directive was issued during a report meeting on the inspection and supervision results of the Party Committee Standing Board of Hai Phong City by Inspection Team No. 222 of the Politburo. The inspection focused particularly on personnel affairs, scientific and technological development, innovation, digital transformation, and the implementation of previous inspection conclusions. The Prime Minister pointed out that reforming the evaluation methods for public officials is crucial for the proper placement and utilization of talent. He stated that evaluation criteria should be linked to job positions, actual capabilities, and final outcomes, including the ability to propose solutions for new and difficult issues. These evaluation results will serve as the basis for personnel planning, training, appointment, or the screening of unsuitable officials. Furthermore, the Prime Minister called for the establishment of a remuneration system based on work performance, advocating for the支給 of salaries, responsibility allowances, and special allowances that reflect results rather than uniform treatment. Regarding Hai Phong City, the Prime Minister urged the rectification of shortcomings in personnel management, especially at the commune and ward levels. Local leaders are expected to have a thorough understanding of their areas, be close to the people, process work quickly, and be proficient in the digital environment. In critical sectors such as urban planning, transportation, environment, finance, healthcare, and education, the city needs to deploy personnel with the necessary capabilities to perform their duties. Hai Phong City has been tasked by the Government with achieving an economic growth rate of 13% by 2026, the highest in the country, with an average annual growth rate of 13-14% projected for the 2026-2030 period. The city's economic scale accounts for nearly 6% of the national total, ranking third among 34 provinces and cities. Inspection results indicate that Hai Phong has maintained double-digit growth. State budget revenue for the first nine months of the year is estimated to reach approximately VND 162.2 trillion, equivalent to 83% of the projection. The city has resolved obstacles for 91 out of 151 reviewed projects and completed over 2,400 social housing units. In the first nine months, six industrial parks were established or had their investment policies approved, and nine industrial parks commenced construction. Additionally, new development platforms such as the Hai Phong Special Economic Zone, the Southern Coastal Economic Zone, and a free trade zone have been formed. To achieve its growth targets, the Prime Minister urged Hai Phong City to closely monitor the progress of each sector, field, and key project to promptly address difficulties. The city needs to promote industries where it holds strengths, develop its seaport and logistics capabilities, accelerate the disbursement of public investment capital, and resolve backlog projects.
