
Cambodia Holds Public Forum in Rural District to Enhance Services and Address Citizen Concerns

The meeting sought to foster closer ties and gain a deeper understanding of the genuine well-being of the populace. The forum took place on the afternoon of July 9, 2026, at Wat Popou pagoda in Trang village, Phnom Dei commune, Phnom Srouk district. It was presided over by H.E. Seri Jien, Secretary of State of the Ministry of Education, Youth and Sport and Head of the Royal Government Working Group for Phnom Srouk district, and Mr. Khlok Nuy, Deputy Governor of Banteay Meanchey province and Head of the Royal Government Working Group for Phnom Dei commune. The event was attended by approximately 200 people, including Mr. Sin Chin, Chairman of the District Council, Mr. Chu Put, District Governor, deputy district governors, deputy heads of district working groups, heads of commune and village working groups, and a large number of citizens. During the forum, citizens raised numerous challenges and requests essential for their daily lives. Key concerns discussed included infrastructure development, with a strong demand for the construction and repair of roads to facilitate travel. In the agricultural sector, requests focused on irrigation systems to support cultivation, assistance with modern agricultural techniques, and help in finding stable markets for agricultural products. Regarding security and order, residents called for enhanced security within villages and communes to ensure their safety. In response, leaders and relevant authorities acknowledged these concerns. They provided explanations and outlined step-by-step solutions based on practical priorities, assuring that all difficulties faced by the people would be considered and not overlooked. Speaking at the forum, H.E. Seri Jien expressed his admiration and high regard for the working teams at all levels who have diligently served the citizens with dedication. He emphasized the concept of "proactive service," meaning engaging with citizens before problems arise, a practice that closely aligns with the guiding principles and political program of the Cambodian government. Furthermore, he highlighted key mechanisms to be continuously implemented effectively, such as streamlining civil registration services. The working group is actively promoting a campaign to correct birth certificate data and other documents through a "one-stop service" mechanism to reduce complexity and save citizens' time and money. Service delivery with a smile is to be ensured across administrative, public, social services, and environmental management, characterized by friendliness, sincerity, and high transparency. Local security will continue to strengthen the effective implementation of the "Safe Village, Commune, District" policy, in line with the agenda of decentralization and deconcentration reform in sub-national administrations. The forum reiterated two core objectives: to strengthen cooperation and solidarity by creating opportunities for leaders and officials at all levels to meet directly with citizens, understand their hardships, and grasp their concerns, requests, and demands to find appropriate and timely solutions. The second objective was to disseminate the "Pentagonal Strategy," enhancing public understanding of the political program, the first phase of the "Pentagonal Strategy," and the government's major achievements, encouraging citizens to participate in and support national development. The public forum concluded in a joyful and understanding atmosphere, yielding fruitful results that clearly reflect the government's high commitment to always prioritizing the interests and needs of its citizens.
