Cambodia to Halt Online Gambling Games in All Casinos from October to Combat Scams

The Cambodian government has decided to temporarily suspend the operation of online gambling games in all casinos starting from October 2026, aiming to curb online scams and illicit financial flows. This decision was announced by Interior Minister Sokha during the inauguration ceremony of a concrete road in Takeo province on September 5. According to the Minister of Interior, the decision was made to further strengthen preventive measures against technological fraud and the flow of funds with unclear sources. Investigations have revealed that online gambling games broadcast live from casinos have caused numerous difficulties, making it hard for authorities to control the flow of money with unclear origins. Prime Minister Hun Manet has instructed relevant government ministries and institutions to develop and reinforce clear measures for managing this type of gambling during the suspension period. These measures include strengthening legal frameworks, digital infrastructure, and ensuring adequately skilled human resources before considering the resumption of such activities. The minister emphasized that casinos violating these principles from October onwards will face license revocation and other legal actions. A summary report on the operation to eradicate technological fraud in Cambodia from July 2025 to August 31, 2026, indicates that authorities have cracked down on 663 scam locations, some of which were within casinos. Eighty-six major scam compounds have been dismantled and managed, with legal procedures currently underway for asset confiscation. Approximately 30,000 suspects from 39 nationalities have been detained, and over 22,000 foreign nationals from 38 nationalities have been rescued and repatriated. Legal actions have also been taken against 27 casinos, with 18 licenses revoked and 9 suspended. Authorities are continuing strict inspections to take legal action against any casino involved in illegal online gambling or online sports betting. The Cambodian government has informed the international community that there are no longer any online scam centers in the country. However, it acknowledges that some scam activities continue to occur in smaller, hidden operations, potentially conducted from rented rooms, guesthouses, condominiums, vehicles, or cafes.
