National Assembly Standing Committee Reviews Key Issues Ahead of Second Ordinary Session

The National Assembly Standing Committee convened on September 23 (local time) to review several government proposals ahead of the upcoming Second Ordinary Session. Key among these were measures to mobilize funds for national development, the application of certain provisions of the Law on Minerals to a coal exploration project, and fuel-related exemptions under the Law on Excise Tax. The committee also reviewed the results of negotiations on the Agreement for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income between the Lao PDR and Hong Kong. This agreement is crucial for improving the international investment climate and encouraging foreign capital inflow. Furthermore, inspection reports on five revised draft laws were presented for consideration and approval at the upcoming session. These include the Law on the People's Public Security Forces, Law on Cybercrime Prevention and Suppression, Law on the Control of Alcoholic Beverages, Law on the Government, and Law on Civil Aviation. These legislative proposals aim to enhance national security, address new challenges in information and communication technology, promote public health, streamline administration, and align the aviation sector with international standards. Laos, operating under a one-party system, strives to balance economic development with social stability, prioritizing its relationships with China and Vietnam while also seeking international cooperation. The current legislative review is a significant step towards modernizing the country's legal framework and fostering economic growth. Preparations for the parliamentary session and internal personnel matters of the National Assembly were also discussed. These reviews are part of ongoing efforts to ensure thorough examination of legislative proposals and other key issues before they are submitted to the National Assembly. A delegation from the Communist Party of Belarus visited Laos, a banquet was held to celebrate the 77th anniversary of the People's Republic of China and the 65th anniversary of Laos-China diplomatic relations, and the monthly government meeting for September convened to review priority tasks and consider key socio-economic and legislative issues, indicating active engagement across diplomatic, economic, and domestic policy fronts.
