Vietnam Deepens 'Party Leadership, State Management, People's Mastery' in Digital Era

In Vietnam, scientists widely recognize that the current digital transformation is not merely a process of applying information technology, but a comprehensive reform of the Party's leadership methods, the State's management methods, the people's participation methods, and the national governance and local governance/development models. The principle of 'Party leads, State manages, People are masters' is a fundamental principle emphasized by the Communist Party of Vietnam in state administration, forming the bedrock for balancing political stability and economic growth under the socialist-oriented market economy. In the digital era, the challenge lies in integrating this principle with digital technologies to achieve more effective governance and public participation. Particularly, efforts are underway to concretize the people's agency through digital platforms, leveraging it for policy-making processes and the resolution of local community issues. This could represent a new method for Vietnam to incorporate diverse public opinions into policies while maintaining its one-party system. As Vietnam aims for sustained economic growth and improved living standards, digitalization is considered an indispensable element for streamlining administrative services, upgrading industries, and enhancing international competitiveness. Concurrently, challenges such as bridging the digital divide and ensuring information security must also be addressed. In Da Nang city, initiatives like launching 'Volunteer Projects for the Community' in each school, introducing new colors at the 'Enjoy Da Nang 2026' festival, commencing the construction of a complex worth over 10 trillion VND to support the International Fireworks Festival, and actively organizing activities such as the 'Month of Listening to Union Members and Workers' voices' are observed, reflecting efforts to explore concrete forms of public participation in the digital age.
