NBI probes Davao contractor linked to Dutertes; issues subpoena to DPWH

The National Bureau of Investigation (NBI) has launched a probe into Genesis88 Construction Inc., a construction firm reportedly linked to the Duterte family. NBI Director Melvin Matibag confirmed the investigation and stated that subpoenas have been issued to officials from the Department of Public Works and Highways (DPWH) in connection with the case. Genesis88 Construction Inc. is located in the district of Davao City Representative Paolo Duterte. Records show that the firm has secured contracts for flood control projects worth approximately P2.9 billion (around $50 million USD) from 2021 to 2023, encompassing 35 projects either solely or through joint ventures. The owner of Genesis88 is Glenn Escandor, a long-time friend of former President Rodrigo Duterte, who has also made significant donations to Vice President Sara Duterte's election campaign. On Monday, the NBI announced it had served subpoenas to Engineer Juby Blancaver Cordon, director of DPWH Davao Region. Cordon is invited to the NBI headquarters on September 24 for an investigation into alleged violations of the Anti-Graft and Corrupt Practices Act and the Anti-Money Laundering Act. The NBI also requested a list of documents related to the infrastructure projects awarded to Genesis88. Representative Duterte, in a statement on September 17, welcomed the NBI's investigation, stating, "There should be no selective investigation. Evidence should speak for itself. That is why this Matibag investigation is very much welcome." This investigation highlights concerns regarding the intersection of political influence and economic opportunities in the Philippines, particularly in the awarding of large public infrastructure contracts. The scrutiny of Genesis88 Construction Inc. and its ties to prominent political figures raises questions about transparency and fairness in public procurement processes.
