Vietnam's Rural Lending Programs Empower Farmers' Entrepreneurship
In Muong Ang district, Dien Bien province, northwestern Vietnam, preferential lending programs from the Social Policy Bank are supporting farmers facing capital shortages to start businesses, contributing to stable income sources. Many farmers have successfully developed ventures like coffee cultivation and livestock farming through these initiatives.
In Muong Ang district, Dien Bien province, northwestern Vietnam, preferential lending programs implemented by the Muong Muong Social Policy Bank (Ngân hàng Chính sách xã hội) are strongly supporting entrepreneurship among rural farmers. Mr. Tong Van Thu from Bung Lao village recalls that before, the biggest obstacle to starting a business was a lack of capital. However, with support from the Farmers' Association and a loan of 50 million VND (approximately $2,000 USD) from the bank's Muong Ang branch without collateral, he invested in fertilizer for coffee cultivation and purchased pigs. Five years later, Thu's household income has stabilized, he has repaid the principal loan, and even has savings, enabling him to provide seeds and livestock to other farmers in his village. "Having experienced difficulties in starting a business, I understand how crucial capital is for farmers. The bank is a 'pillar of support' for farmers like us when deciding to invest in production," Thu stated. Ms. Ca Thi Nghia from Muong Ang village has also successfully leveraged this lending program, generating an annual income of over 300 million VND (approximately $12,000 USD) from her 1-hectare coffee farm. Six years ago, she received a loan of 20 million VND (approximately $800 USD), and after repayment, secured another 50 million VND (approximately $2,000 USD) with the guarantee of the Farmers' Association. Although she still has outstanding loans, her stable income has alleviated her worries. According to Ms. Lo Thi Thanh, Director of the Muong Ang Social Policy Bank branch, the branch currently operates 13 credit programs across three communes: Bung Lao, Muong Lan, and Muong Ang. These funds primarily serve poor households, near-poor households, those who have recently escaped poverty, farmers engaged in production and business in difficult areas, ethnic minority farmers, and laborers seeking employment opportunities. As of the end of August, the total outstanding loan balance reached over 567.5 billion VND (approximately $23 million USD), with more than 6,500 customers currently borrowing. To overcome challenges such as a wide management area and poor transportation, the branch maintains service points in each commune and assigns credit officers to specific areas. In close coordination with local authorities and the Farmers' Association, the Social Policy Bank Muong Muong branch provides continuous guidance and inspection to ensure loans are used effectively for their intended purposes.
