Cambodia: Vietnamese Nationals Appeal Life Sentences in Major Drug Trafficking Case

An appeal hearing was held on September 15th in Phnom Penh, Cambodia, concerning the life imprisonment sentences handed down to three Vietnamese nationals for their involvement in the trafficking and production of over 25 kilograms of narcotics. The trial at the Phnom Penh Court of Appeal reviews the initial verdict delivered by the Phnom Penh Municipal Court in April 2025. The defendants were apprehended on May 20, 2024, in Boeung Kak 1 Village, Sangkat Boeung Kak 1, Toul Kork District, Phnom Penh. Authorities seized a substantial quantity of drugs, including over 15.4 kg of MDMA, more than 2.3 kg of methamphetamine (ICE), over 7.2 kg of ketamine, and over 31 grams of heroin, totaling more than 25.1 kg. Additionally, over 81.4 kg of chemical precursors believed to be used in drug manufacturing were also confiscated. The three appellants are identified as Nguyen Manh Ha, 30, male; Vuong Duc, 36, male; and Nguyen Thi Lan, 41, female. In the initial ruling, each was sentenced to life imprisonment and fined 100 million Riel (approximately $25,000 USD), with the fines to be deposited into the national treasury. The Court of Appeal is scheduled to announce its final decision on the morning of September 22nd. This case underscores the prevalence of large-scale drug trafficking operations within Cambodia and the ongoing efforts by authorities to combat them. Cambodia has been increasingly identified as a transit and production hub for narcotics in Southeast Asia in recent years, prompting continued stringent enforcement measures.
