Toul Kork District Authorities Inspect 13 Locations, Find 44 Foreign Nationals, No Online Scams Detected

Toul Kork District authorities in Phnom Penh conducted an administrative inspection of foreign residents at 13 locations on July 20, 2026. A total of 44 foreign nationals were identified, but no online scam-related criminal activities were detected. According to a report from the Toul Kork District Administration, the inspection was carried out under the guidance of Phnom Penh Governor Khuang Sreng, in accordance with Sub-decree No. 03 Ankr.bk dated January 5, 2026, and Order No. 01 Bb dated July 14, 2025. On July 20, 2026, Mr. Chea Pisey, Governor of Toul Kork District and Head of the District Administrative Unity Command, led the district administration and assigned tasks to the district administration to conduct administrative and statistical surveys of foreign residents in all 10 communes. The inspection covered 13 locations including Boreys, hotels, condominiums, apartments, construction sites, apartment buildings, guesthouses, and rental houses. In total, 44 foreign nationals (17 females) were residing in the 13 locations. Fourteen nationalities were represented, and all had valid passports and visas. No online scam-related offenses were found to have occurred.
