Hanoi Implements Traffic Diversions on Flooded Roads Due to Typhoon Rain

Hanoi, the capital of Vietnam, is implementing traffic diversions on several roads due to widespread flooding caused by heavy rains from Typhoon No. 6, prioritizing public safety. According to the Hanoi Department of Construction, traffic control measures began on September 16 across various routes in the communes of Kieu Phu, Quoc Oai, Phu Cat, An Khanh, and Hung Dao. Notably, Route 421B (formerly Route 81B) at Km11+460 is submerged approximately 90cm deep, with the N1 branch at Km11+400 experiencing about 30cm of inundation. Given that these flooded sections are unsafe for vehicles, the Department of Construction has prohibited all traffic and established alternative routes. Specifically, at Km6+700 of Route 421B in Quoc Oai commune, vehicles are directed to detour via Thach Than (Route DH.01), Van Quang Bridge, and Nghia Huong, before proceeding towards Hanoi or Xuan Mai. Vehicles traveling from Xuan Mai to Quoc Oai are guided to use the Thang Long Boulevard. For Route 421B at Km16+000 in Quoc Oai commune, vehicles heading from Xuan Mai to Quoc Oai are instructed to follow National Highway 6, the Ho Chi Minh Trail, and Thang Long Boulevard. Near the 72II Bridge on Route 423 (formerly Route 72) in An Khanh and Hung Dao communes, a depth of about 30cm of water at Km8+400 renders the area unsafe for traffic. Consequently, vehicles are banned from this section, with alternative routes provided. Vehicles proceeding from Quoc Oai towards Hoai Duc and Ha Dong, upon reaching Km9+200 of Route 423, are directed to turn left towards Chuc Son or right onto Thang Long Boulevard to reach Ha Dong. Conversely, vehicles traveling from Ha Dong and Hoai Duc to Quoc Oai via the 72II Bridge area are guided to turn right at Km8+100 of Route 423 (near Van Con Post Office) onto Thang Long Boulevard, then proceed to Quoc Oai. The traffic diversion plan is effective from September 16, 2026, and will remain in place until the flooding situation is resolved. The Hanoi Department of Construction has requested the People's Committees of the affected communes to deploy functional forces to manage and guide traffic at inundated sites, coordinating with relevant units. Public awareness campaigns are also to be intensified to inform residents about the diversion plan and mitigate risks of traffic accidents and congestion. Local authorities are tasked with continuously updating the flood situation and promptly informing the Department of Construction for necessary adjustments to the diversion plan. Road management units are required to proactively allocate personnel, materials, and equipment for traffic management, ensure traffic safety, and expedite the repair of any infrastructure damage caused by the floods. The Traffic Police Department of Hanoi Police has been asked to collaborate with the Department of Construction in guiding traffic in flooded areas to enhance public safety during the rainy season.
