Four Strategic Priorities Signal Vietnam's Next Development Phase: Chinese Scholar

The decision by Vietnamese Party and State leaders to outline new strategic directions immediately after the restructuring process reflects a clear understanding of Vietnam’s evolving development needs, according to Professor Zhu Chenming, Honorary Director of the Institute of South and Southeast Asian Studies under the Yunnan Academy of Social Sciences. Simply completing institutional reorganization could create the misconception that the reform mission has been accomplished, while significant governance and development challenges remain. Professor Zhu identified four strategic priorities for Vietnam's future development. Firstly, enhancing the quality of economic growth, shifting from quantitative expansion to innovation, productivity improvement, and a sustainable growth model. Secondly, strengthening social stability and inclusivity, addressing inequalities and improving social welfare to ensure the benefits of economic growth reach all citizens. Thirdly, improving national governance capacity, emphasizing transparent administration based on the rule of law and thorough anti-corruption measures. Fourthly, expanding Vietnam’s role in the international arena, with an active diplomatic stance contributing to regional and global peace and development. These priorities are shaped by Vietnam's complex domestic and international circumstances. Particularly concerning its relationship with China, these directions suggest an effort to balance economic cooperation with strategic security and maximize national interests. Within Vietnam's one-party system, decisions by the Party Central Committee hold significant policy influence, making these strategic priorities key to shaping Vietnam's future development trajectory.
