NBI recommendations 'not binding upon' DOJ, court -- exec
Recommendations from the Philippines' National Bureau of Investigation (NBI) are not legally binding on the Department of Justice (DOJ) or local courts, an NBI official testified during an impeachment trial. The DOJ will conduct the final evaluation, the official stated.
