Cambodia: Motorcycle thief apprehended due to public suspicion

A motorcycle thief was apprehended in Phnom Penh after attempting to sell the stolen vehicle to residents, who became suspicious and alerted the police. The incident highlights ongoing issues with property crime in the capital. The suspect, identified as Min Phatty, a 25-year-old male with an unspecified occupation, was arrested on the morning of September 17, 2026. The theft occurred at approximately 8:30 AM in front of a second-floor rental room in Borey Sen Monorom Market, Kantoak Chheung Village, Kantoak Sangkat, Kandal District, Phnom Penh. The motorcycle owner, Ton Tani, a 20-year-old factory worker, stated that he had parked his 2026 Honda Dream 125cc motorcycle (license plate Phnom Penh 1MA-3090) outside his rental room after finishing his night shift. He had properly locked the handlebars before entering his room to shower. Upon emerging, he discovered the motorcycle was missing and reported it to the Chom Chao 3rd Police Post in Por Sen Chey District, believing the theft occurred within that jurisdiction. According to police, after stealing the motorcycle, the suspect attempted to sell it to residents in Trapaing Thleung 3 Village, Chom Chao 1st Sangkat, Por Sen Chey District. However, the local community grew suspicious of the man and the motorcycle's irregular status, refusing to purchase it. Residents then secretly reported the suspicious activity to the Chom Chao 1st Administrative Police Post, leading to the suspect's swift arrest and questioning. It was confirmed that he was indeed a thief and the motorcycle was recently stolen. During interrogation, the suspect confessed to stealing the motorcycle. He admitted to having returned to Phnom Penh from Banteay Meanchey Province only three days prior and was staying in a rental room in the Ous Deum Village area. On the morning of the incident, while passing by rental rooms in Borey Sen Monorom Market, he spotted the unattended motorcycle. He broke the handlebar lock, hotwired it, and fled with the intention of selling it. Following his arrest, the suspect was transferred from the Chom Chao 1st Police Post to the Kantoak Sangkat Police Post in Kandal District for further questioning and legal proceedings, as the actual theft took place within Kantoak Sangkat's jurisdiction.
