Police open case against 7 including administrator for unlawful arrest and detention of youth in Hlaing Thar Yar

Ayeyarwaddy Times September 11 In Hlaing Thar Yar (East) Township, Yangon Region, a case has been opened against seven individuals, including the ward administrator of Ward 8, under sections of the Penal Code for the unlawful arrest and detention of a youth returning from work, it has been learned. Ko Naing Naing Kyaw, a resident of Ward 6 in Hlaing Thar Yar (East) Township, was riding a three-wheeled taxi on his way back from a factory on the night of September 4 when he was arrested and taken away by individuals claiming to be members of the Ward 8 patrol team near Hlaing Thar Yar People's Hospital. It is understood that he was then taken to the Ward 8 administrator's office and was unlawfully detained for four days without being allowed to contact his home by phone. According to family members and acquaintances, he was released after the administrator and officials from Ward 6 came to negotiate on the night of September 8. Regarding the act of arresting youths and extorting money under the guise of military conscription, an individual close to the administrative sector told Ayeyarwaddy Times, "The military side takes cover by acting as if it has nothing to do with it. In reality, these ward administrators and Pyu Saw Htee (militia) groups also have to provide quotas to the military. Some ward administrators are in a position where they take money and profit from both sides. The military only takes action against ward administrators who are like 'adding a wig to a bald head' (i.e., those who are excessively corrupt). They do not take action against ward administrators who regularly provide quotas. They only take action against ward administrators who are 'stepping on two plots' (i.e., profiting from multiple sources)." Regarding the unlawful arrest and detention, it has been learned that the Hlaing Thar Yar (East) Township Police Station has opened a case against seven individuals, including Ward 8 administrator Tin Naing Soe, 50, Kyaw Kyaw Win (aka Kyaw Gyi), 27, Lwin Moe, 29, Kyaw Htet Khaung, 25, Zaw Min, 42, and Kyaw Thet Paing (aka Gyi Pauk), under Penal Code sections 365/114 with case number (P) 1045/2026, and is investigating.
