Ex-BSP Deputy Governor Bobier Joins Billease Bank Board

MANILA, Philippines — Billease Bank Inc. has elected former Bangko Sentral ng Pilipinas (BSP) deputy governor Eduardo Bobier as an independent director, while the lender strengthens its governance and prepares to offer savings and deposit accounts through the Billease app. In a statement, the bank said Bobier’s election remains subject to BSP confirmation. An independent director provides oversight and judgment separate from management and controlling shareholders. The appointment comes as the former Rural Bank of Sta. Maria in Ilocos Sur adopts the Billease Bank name, supporting the consumer finance group’s expansion into banking. Bobier brings more than three decades of experience in central banking, treasury operations and corporate governance. He most recently served as deputy governor of the BSP’s Corporate Services Sector, overseeing control, budget and administrative functions. His previous positions included assistant governor and managing director of the Comptrollership Sub-sector, which handles financial accounting and control functions. He also held senior treasury roles, including chief investment analytics officer and chief reserve management officer. Billease Bank said his experience would support the board’s governance and risk oversight as the institution expands. “Bobier’s decades of experience in central banking, treasury and institutional oversight will be a valuable addition to our Board as we strengthen our governance framework and support our long-term growth,” Billease Bank president and CEO Dennis Valdes said.
