Vietnam Army Strengthens Legal Outreach and Education with Local Communities
The Vietnam Army held a seminar in Lao Cai province to discuss the implementation of its legal dissemination and education program (Đề án 1371). The event reaffirmed the military's role in legal education for communities and socio-economic development, exploring strategies for future effectiveness.
The Vietnam Army is strengthening its efforts to promote legal dissemination and education within local communities. On July 16, a seminar themed "Promoting People's Law Observance through Diverse Propaganda and Awareness Activities" was jointly organized by the Provincial Military Command and the People's Army Newspaper in Lao Cai province. The seminar aimed to clarify the leadership, direction, guidance, and implementation status of "Đề án 1371" (Program to Promote the Role of the Military in Legal Dissemination and Education, and Law Observance by the People in localities, period 2021-2027), and to assess the necessity and role of the military in legal dissemination and education. Over 20 presentations were delivered during the seminar, sharing the current situation, advantages, difficulties, challenges, achievements, successful models, and practical lessons learned in implementing Đề án 1371. Discussions also covered coordination in legal dissemination and education through mass awareness activities, participation in various programs and campaigns, and contributions to local economic, cultural, and social development, as well as sustainable poverty reduction. Furthermore, solutions were proposed to enhance the effectiveness of propaganda and awareness activities in the next phase. Actual implementation results of Đề án 1371 by units under the Provincial Military Command and those stationed in the area have clearly demonstrated the military's role in legal dissemination and education, and promoting law observance among the people. This has significantly contributed to the socio-economic development of the region, maintaining political stability, social order, and the successful accomplishment of national construction and defense tasks. Legal dissemination and education for the people, particularly in key areas, remote regions, and ethnic minority areas of Lao Cai, have yielded numerous positive results. This has led to a significant transformation in the awareness and law-abiding consciousness of individuals and military personnel regarding state laws and military discipline. These achievements have been highly recognized and appreciated by the Party, State, ministries, provincial Party committees, local governments, and the general public. Participation in legal dissemination and education, and promoting law observance among the people, is both an honor and a responsibility for the People's Army. It enhances the legal awareness of the people, fostering the drive to achieve economic, cultural, social, defense, and security objectives, and contributing to the construction of a socialist rule-of-law state "of the people, by the people, and for the people."
