Comelec, Tech Firm Ink Pact for BARMM Poll Monitoring System

MANILA, Philippines — The Commission on Elections (Comelec) and Dynamic Outsource Solutions Inc. (DOS-1) have entered into a partnership for the establishment of a system designed to monitor and manage technical and operational issues pertaining to the parliamentary election in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The memorandum of agreement, signed on Monday, formalizes the collaboration for the development of the Reporting and Issues Management System (RIMS). The RIMS is envisioned to function as a centralized platform, enabling the efficient reception and documentation of technical and operational reports. It will also serve as a channel for addressing election-related concerns that may emerge during the voting process. The primary objectives of the system are to facilitate the timely resolution of election-related issues and to enhance coordination among stakeholders involved in assisting the electoral process. Dynamic Outsource Solutions Inc. (DOS-1) brings prior experience to this project, having provided the National Technical Support Center during the 2022 and 2025 national and local elections. The agreement was officially signed by Comelec Chairman George Garcia and executive director Teopisto Elnas Jr., alongside DOS-1 representatives Lucia Jane Lina and Edgardo Cayton. This partnership is a crucial element of the Comelec’s comprehensive preparations for the conduct of the first parliamentary election in the BARMM, which is scheduled to take place on September 14. The BARMM represents a significant step in the peace process for the southern Philippines, and its inaugural parliamentary election is a milestone in its journey towards greater autonomy.
