Dong Nai Province Accelerates Urban Development with 500-Day Special Emulation Campaign

Dong Nai Province in south-central Vietnam has launched a 500-day special emulation campaign to realize its strategic goals of becoming a key growth engine for the nation as a centrally-governed city. The campaign, themed "Unity-Discipline-Efficiency-Breakthrough, Building a Civilized and Modern Dong Nai," aims for high achievements across the political system, emphasizing "substantive, measurable, controllable, and evaluable" results. Over four months since its launch, the campaign has brought about strong transformations within the political system, unleashing economic growth drivers. Numerous projects and models directly benefiting citizens' lives have emerged. Among citizen-focused projects, An Vien xã has initiated a clean water supply pipeline installation project with an investment of 24 billion VND (approximately USD 1 million), covering over 34 km. Expected to be completed in 2026, it aims to meet the domestic water needs of about 21,000 residents. The xã has already put other clean water projects into operation, improving the quality of life for local residents. In Xuan Loc phường, the Vietnam Fatherland Front Committee has introduced a "Listening to the People: Citizen Participation in Building the Party and Government" suggestion box model. This QR code-based system provides a new channel for residents to voice opinions and proposals on local issues. Furthermore, the Youth Union of Xuan Loc phường has launched the "Administrative Procedure Shipper" model, offering home delivery of administrative procedure results, saving residents time and travel costs. Many xã and phường have identified resolving land acquisition issues, a bottleneck for development projects, as a breakthrough. Areas like Tam Hiep, Tran Bien, and Nha Bich have proactively prepared "clean land" to ensure the progress of key projects, paving the way for economic growth. The special emulation campaign was adopted by Dong Nai Province shortly after officially becoming a centrally-governed city. This 500-day campaign serves as a test of the city government system's capabilities, requiring strengthened administrative discipline with concrete outputs and deadlines. The principle is that all tasks must have clearly defined individuals, content, timelines, responsibilities, authorities, and results. The campaign, running from May 1 to September 30, 2027, is divided into five phases aimed at fostering substantive progress in discipline, efficiency, and economic and social development. Key tasks include innovating leadership and management methods, tightening administrative discipline, accelerating administrative reform, promoting digital transformation in governance, enhancing supervision and constructive criticism, creating grassroots breakthroughs, and unlocking growth drivers and development momentum. Nguyen Van Ut, Chairman of the Dong Nai Provincial People's Committee, stated that this campaign tests the city government's true capabilities, demanding strengthened administrative discipline with tangible outcomes and deadlines. The province aims for 11% economic growth and over 150 trillion VND in budget revenue in 2026, generating momentum to realize strategic goals.
