Over 1,000 Foreigners Applied for Marriage in Cambodia in H1, Strict Vetting Underway

More than 1,000 foreign nationals submitted applications to marry Cambodian citizens during the first half of 2026, according to official data released Wednesday. The Department of Anti-Human Trafficking and Juvenile Protection under Cambodia's General Commissariat of National Police interviewed 1,154 foreign applicants – representing 36 nationalities and including 52 women – seeking legal approval for marriage with Cambodian citizens between January and June. During the same period, the department evaluated and forwarded 1,169 cases (including 43 women) to a joint one-window working group for further procedural review. Officials emphasized that the rigorous vetting process aims to ensure all marriages strictly adhere to national laws and to prevent human trafficking disguised as legal matrimony. Under Cambodian regulations governing marriages between local citizens and foreign nationals, foreign applicants must be physically present in the country. They are required to submit valid passports with current visas, certificates of single status or divorce/widowhood, criminal record clearances, proof of employment issued by their home countries, and medical fitness certificates. The Ministry of Foreign Affairs and International Cooperation and the Ministry of Interior review and evaluate the documentation within five working days. Upon receiving preliminary clearance, both parties must lodge an application at the commune or Sangkat office of the Cambodian partner's permanent residence. They must present birth certificates, single status affidavits, and health certificates. Civil status officers review the application within three working days before issuing a public notice, which is posted for 10 days at both the relevant foreign embassy and the local administrative office. If no legal objections or complaints are raised during the 10-day notice period, the couple is permitted to proceed with the marriage.
