The sudden spike in arbitrary arrests follows recent leaked directives ordering regional authorities across the state to aggressively fulfill strict recruitment quotas for the military’s upcoming conscription cycles. The sweep has effectively crippled nightlife and mobility in the state capital, turning urban streets desolate long before midnight. “Now, once it gets to around 5:00 or 6:00 p.m., most people don’t dare go outside anymore,” a Hpa-An resident reported, noting that the capital’s poorly lit alleys make tracking the sweeps difficult. “Junta personnel carrying out the abductions wear plain clothes and blend in with the crowds. As soon as they get a chance, they snatch people.” The targeted operations focus on individuals in their 20s and 30s. Residents state that junta recruiters are specifically hunting down vulnerable internal migrant workers who have fled to Karen State from heavily conflicted areas like the Ayeyarwady, Bago, Magway, and Sagaing regions. In rural communities, the danger is identical; in Naunglon Village, two young men were abducted at 7:00 PM just outside their homes, prompting village-wide self-imposed curfews starting at 6:00 PM. This urban and rural dragnet builds upon an ongoing campaign to intercept travelers along major economic arteries. In July, junta forces snatched three young men carrying out-of-state National Identification Cards (NICs) along the inter-village highway connecting Hpa-An to the Thai border trade hub of Myawaddy. The escalating reliance on plainclothes snatch operations highlights the military regime’s growing desperation to replenish its ranks.
