
Cambodia's Ministry of Education Reviews Contract Teachers' Role, Discusses Quality Enhancement

The Ministry of Education, Youth and Sport of Cambodia has acknowledged the significant role of contract teachers in filling the gap of qualified teachers, especially in remote and difficult areas, to ensure the continuity of learning and teaching and promote equity in education. This was revealed during a meeting on "Reviewing the Progress of Contract Teacher Utilization and the Implementation of Transferring Educational Functions to Sub-National Administrations," led by Deputy Prime Minister and Minister of Education, Youth and Sport, H.E. Dr. Hang Chuon Naron, on July 8, 2026. The meeting discussed key topics related to the utilization of contract teachers from 2024 to 2026. These included comparative statistics on contract teacher utilization (2024-2025-2026), the status of contract teacher utilization in 2026, salary payments, and the identification of Type 1 and Type 2 contract teachers. Input was also gathered to define new measures to address various challenges, with the aim of further enhancing educational quality in line with the vision and strategy for reforming Cambodia's education system. During the meeting, H.E. Dr. Hang Chuon Naron provided recommendations to the technical working group, emphasizing the continuous improvement of the data management system by updating teacher data (both permanent and contract teachers) to increase efficiency in allocating teachers according to the actual needs of schools. Concurrently, measures to meet teacher demands in remote areas must continue, with a focus on strengthening the qualifications and training of contract teachers before they begin teaching in schools to ensure teaching quality. Furthermore, H.E. the Deputy Prime Minister advised the examination and analysis of cadre changes and teacher gaps by region to establish clear policies for the utilization of contract teachers. He also stressed the need to develop a common policy for both contract and permanent teachers, clearly defining teacher qualifications, particularly in early reading and mathematics pedagogy, and ensuring continuous professional development. Ultimately, relevant institutions are urged to continue developing and strengthening the capacity of both permanent and contract teachers, focusing on enhancing qualifications, professional skills, pedagogy, and new teaching methodologies to meet the modernization of the curriculum and 21st-century skills.
