Cambodia Arrests Six in Theft of Nearly 200 Mobile Phones

Six suspects have been arrested by military police in Kampong Speu province, Cambodia, in connection with the theft of nearly 200 mobile phones. The suspects are being transferred to the Kampong Speu Provincial Court for legal proceedings on charges of aggravated theft and receiving stolen goods. The arrested individuals are accused of stealing mobile phones from a shop in Amleang commune, Thpong district, Kampong Speu province, approximately half a month ago. According to provincial military police officials, under the strict guidance and diligent command of Brigadier General Meng Srung, Commander of the Provincial Military Police, and with the procedural cooperation of the Prosecutors General of the Kampong Speu, Phnom Penh, Svay Rieng, and Sihanoukville Provincial Courts, specialized forces of the Kampong Speu Provincial Military Police, in collaboration with forces from Phnom Penh, Svay Rieng, and Sihanoukville, launched an investigation, identified targets, and subsequently arrested six suspects in connection with the burglary of a phone shop and the receipt of stolen goods. Provincial military police officials further stated that the arrests were made based on a complaint filed by the victim, Son Rachith, male, 32 years old, residing in Thnal Bampok village, Amleang commune, Thpong district, Kampong Speu province. The incident occurred around 1:30 AM on August 18, 2026, when the victim awoke to noises. Upon investigating, he discovered a thief inside his shop stealing mobile phones. The thief, upon seeing the shop owner, fled with the phones. An inspection revealed that a total of 210 mobile phones were missing from the display cabinets, prompting the victim to file a complaint requesting intervention from the military police. Following the shop owner's complaint, and under the decisive orders of Brigadier General Meng Srung, Commander of the Kampong Speu Provincial Military Police, at 2:30 PM on August 20, 2026, specialized forces from the Criminal Office of the Provincial Military Police Headquarters, extending their jurisdiction and collaborating with specialized forces from the Criminal Office of the Sihanoukville City Military Police, arrested two suspects: 1. Kem Sochat, male, 35 years old, phone seller. 2. Chun Mondey, male, 32 years old, phone seller. Along with the suspects, 33 mobile phones were seized, including 30 phones stolen from a shop in Village 1, Sangkat No. 1, Sihanoukville City, Sihanoukville Province. Following the investigative procedures of the Kampong Speu Provincial Military Police, in collaboration with the Phnom Penh City Military Police, at 11:30 AM on August 21, 2026, two more suspects were arrested after searching two locations. At the "Kim Hak" mobile phone shop located along Street 599, Toul Sangke Sangkat, Russey Keo District, Phnom Penh City: Suspect 1: Kim Hak, male, 40 years old, phone seller, residing at a house with no number along Street 599, Toul Sangke Sangkat, Russey Keo District, Phnom Penh City. Suspect 2: Kim Teng, male, 31 years old, phone seller, currently residing at House No. 30, Street 5, Poung Mongkul Village, Prek Pnov Sangkat, Prek Pnov District, Phnom Penh City. Later, at 1:30 PM on August 25, 2026, specialized military police forces continued their collaboration and arrested another suspect, Thot Tha, male, 45 years old, with no declared occupation, currently residing at House No. 231, Chong Koh Chin Street, Ponhea Loeu District, Kandal Province. Finally, at 5:10 PM on August 25, 2026, Kampong Speu Provincial Military Police forces, in collaboration with Svay Rieng Provincial Military Police, arrested another suspect, Nim Saray, male, 40 years old, with no declared occupation, currently residing in Samphuor Village, Sambour Commune, Svay Teap District, Svay Rieng Province. In summary, the results of this intense operation, under the command of Brigadier General Meng Srung, Commander of the Kampong Speu Provincial Military Police, and with the smooth and effective cooperation of authorities and competent officials across relevant capitals and provinces, led to the arrest of a total of six suspects and the seizure of 198 mobile phones. Currently, the six suspects and the aforementioned evidence have been processed by the specialized forces of the Criminal Office of the Provincial Military Police Headquarters and sent to the Kampong Speu Provincial Court for further legal action.
