Cambodia Prioritizes Human Capital Development for AI Era Competitiveness

Prime Minister Samdech Moha Borvor Thipadei Hun Manet has stressed that strengthening human capital is one of Cambodia's most important long-term investments, saying the Kingdom must prepare its workforce to remain competitive as artificial intelligence (AI) rapidly reshapes the global economy. Speaking at the graduation ceremony for 1,500 students of the South-East Asia University in Siem Reap provincial city on Tuesday, Samdech Thipadei Hun Manet said no country can thrive in isolation, as deeper international integration inevitably brings greater competition. "We cannot live alone. As we integrate into the global community, we must face increasing competition. Therefore, investing in human resources is a vital priority that deserves our full attention," he said. Samdech Thipadei Hun Manet noted that Cambodia has actively participated in various regional and international communities, making the development of skilled and capable human resources essential to ensuring the country's competitiveness and sustainable development. The Prime Minister also highlighted Cambodia's participation as a founding member of a newly established international AI cooperation platform – World Artificial Intelligence Cooperation Organisation (WAICO), stressing that the initiative is designed to promote collaboration rather than geopolitical rivalry. "This is not a security platform. Cambodia does not join mechanisms or alliances that create conflicts or geopolitical confrontations. This platform enables us to work together and benefit from the opportunities brought by AI," he said. Samdech Thipadei Hun Manet underscored that AI is no longer a technology of the future but a reality that is already transforming societies and economies around the world. "AI is both the present and the future. If we fail to recognise its importance, prepare ourselves, and seize the opportunities now, we will fall behind others," he warned. The Prime Minister emphasised that Cambodia must narrow the skills gap among its workforce and enhance the competitiveness of its human resources to successfully adapt to the digital economy and emerging technologies. "Human resources in our country must reduce the skills gap and strengthen their competitiveness," he said, reaffirming the Royal Government's commitment to investing in education, skills development, and innovation to ensure Cambodia is well prepared for the AI-driven future.
