Ho Chi Minh City Appoints Young Economist as Deputy Mayor, Signaling Reform Push

Ho Chi Minh City, Vietnam's economic powerhouse, has elected Truong Minh Huy Vu, 42, as its new Deputy Mayor. The appointment, for the 2026-2031 term, signals a push for modernization within the city's leadership and is expected to invigorate economic reforms. Mr. Vu holds a doctorate in International Economics and Politics from the University of Bonn in Germany, along with advanced political theory qualifications. His career has spanned academia, including roles at Ho Chi Minh City National University's Faculty of International Relations and as Deputy Director of the University's Software Park. More recently, he served as Director of the Ho Chi Minh City Institute for Development Studies and is slated to become a member of the Ho Chi Minh City Party Committee from 2025. The selection followed a party-approved process culminating in a vote by the City People's Council. In his commitment to the council, Mr. Vu pledged to uphold political and moral integrity, vowing to serve with humility and sincerity. He highlighted his focus on key areas such as developing the city's International Financial Center, advancing science and technology, fostering innovation, and driving digital transformation. This appointment aligns with a broader trend in Vietnam of promoting younger, highly qualified officials within the country's one-party system. Mr. Vu's youth and international academic background are seen as indicative of Vietnam's strategy to cultivate talent capable of navigating global economic integration and adopting advanced technologies. His new role is also viewed as a potential stepping stone for further advancement in his political career. Other significant appointments were made concurrently. Vuong Quoc Tuan (born 1977), who holds a doctorate in Business Administration, was assigned as Secretary of the Quang Tri Provincial Party Committee. Nguyen Sinh Nhat Tan (born 1975), son of former National Assembly Chairman Nguyen Sinh Hung, was appointed Deputy Secretary of the Ho Chi Minh City Party Committee. Tran Quan (born 1983), son of the late President Tran Dai Quang, became Standing Deputy Secretary of the Lang Son Provincial Party Committee.
