Vietnam Communist Party Central Committee Discusses Cadre Discipline and National Development Strategy

The 3rd Plenum of the 14th Central Committee of the Communist Party of Vietnam commenced on July 20 in the capital city of Hanoi. The first day of the meeting focused on key discussions concerning cadre discipline and the nation's future development strategies. Prior to the opening session in the morning, all attending delegates paid tribute at the Ho Chi Minh Mausoleum. Subsequently, representatives from the Politburo, the Secretariat, provincial and municipal Party committees, and central-level Party committees laid incense in memory of fallen heroes and martyrs at the Monument to Heroes and Martyrs on Bac Son Street in Hanoi. During the plenum, Comrade Tran Thanh Man, Politburo member and Chairman of the National Assembly, presided over the opening segment. Comrade To Lam, General Secretary and President, delivered the opening speech and chaired the meeting. The Central Committee deliberated on personnel matters and the disciplinary action against Party members who have committed violations and shortcomings. Unanimously, the Central Committee decided to impose disciplinary measures, stripping Comrade Bui Van Hai, former member of the 12th Central Committee, former Secretary of the Provincial Party Committee, Secretary of the Party delegation, and Chairman of the Provincial People's Council of Bac Giang province, of all Party positions. Working in groups, the Central Committee and delegates discussed two main topics: (1) The formulation of "Regulations of the 14th Central Committee on what Party members are not allowed to do" (replacing Regulation No. 37-QD/TW dated October 25, 2021, of the 13th Central Committee). (2) Consideration of a proposal to amend and supplement "Regulation No. 20-QD/TW dated April 8, 2026, of the Central Committee on the implementation of the Party Charter." In the afternoon, the Central Committee and delegates continued their group discussions, focusing on: (1) A proposal on innovating Vietnam's development model. (2) A proposal on the mid-term review of Resolution No. 18-NQ/TW dated June 16, 2022, of the 13th Central Committee, "On continuing to renovate and perfect institutions and policies, enhancing the effectiveness and efficiency of land management and use, creating momentum for the country to become a high-income developed country."
